How to make Armenia a normal state and
why it's not normal now.

For a country to be a normal state, it's necessary to ensure that either ministers are highly qualified professionals in their fields or that advisers to ministers and the state are also highly qualified. Only then will high-class professionals participate in governing the country.
This should be obvious to any average school student.
However, it's astonishing that neither the current authorities nor any force seeking power understands this.
The situation is actually much worse. Most simply don't understand what a professional in a given field is and how to find one.To substantiate this, let's look at the state of science in Armenia. The Ministry of Education, Science (etc.) and the Science Committee devised methods for assessing scientists' ratings, and it turns out that, according to their proposed ratings, the legendary scientist and mathematician S. Mergelyan can only be (just imagine!!!) a junior research fellow. How much of a dislike for his homeland must an official have for suggesting such a thing?
How can Armenia be a normal country
if its legendary scientists are held in such low regard!?
This clearly demonstrates that neither the state, nor its bureaucracy, nor the opposition understands anything about professionalism. Interestingly, not a single official (in the Academy, the Ministry, or the Committee) noticed the aforementioned outrage; at least, no one said that such an outrage needs to be corrected.
Therefore, the state's primary task is to understand who the professionals in a given field are. But even this is not enough. It is necessary to select not only professionals, but also those who have a vision for improving the situation in their field.
These are precisely the kind of professionals the country needs; These are the kind of professionals who should serve as Chief Advisors to ministries and the state as a whole.
Accordingly, the country should be governed only by those forces capable of producing teams of future professional officials or professional and visionary future Chief Advisors.
Only in this way will meritocracy be established in the country,
and will professionals be included in the country's governance.
