New regulations for measuring devices: what is changing for citizens and businesses

The draft of the order of the Minister of Economy of the Republic of Armenia has been submitted for public discussion on the unified e-draft.am platform for the publication of legal acts. Iravaban.net has examined the draft, which aims to establish the periodicity of verification of measuring instruments used in Armenia. The new regulation pertains to the devices through which measurements are made in the field of legislative metrology and aims to ensure the control of their accuracy and reliability.

 

Justification

 

1. Necessity of adopting the draft order of the Minister of Economy of the Republic of Armenia on "Establishing the periodicity of verification of measuring instruments set by the Government of the Republic of Armenia." The necessity for the adoption of the draft order (hereinafter referred to as the Draft) is conditioned by the requirements of the Law on Amendments and Additions to the Law on "Ensuring the Uniformity of Measurements" dated December 1, 2025, No. HO-374-N (hereinafter referred to as the HO-374-N law), as well as the necessity to implement the 11th point of the annex to the decision No. 87-A of the Prime Minister of the Republic of Armenia dated February 5, 2026, which establishes the list of measures to ensure the implementation of the mentioned law. As a result of the amendments made by the HO-374-N law, there has arisen a necessity to align the subordinate legal acts regulating the sector.

 

Current situation and issues.

 

The Ministry of Economy is the authorized body in the field of ensuring the uniformity of measurements, with its powers enshrined in Article 10.1 of the Law on "Ensuring the Uniformity of Measurements" (hereinafter referred to as the Law), where point 5 of the second part assigns the Ministry the responsibility to establish the periodicity of verification of measuring instruments set by the Government of the Republic of Armenia. At the same time, it should be noted that the measuring instruments set by the Government of the Republic of Armenia are those used in the fields of legislative metrology, and therefore, the periodicity of verification of measuring instruments used in the fields of legislative metrology should be established by the order of the Minister of Economy. The adoption of the Draft is conditioned by the necessity to improve the legal regulations in the field of legislative metrology. Under the previous version of the law, the periodicity of verification of measuring instruments was determined during the approval of the type of measuring instrument, and since the approval of the type of measuring instrument was carried out by the National Metrology Body, the periodicity of verification was also determined by it. As a result of the amendments made to the law, the authority to establish the periodicity of verification of measuring instruments has been assigned to the authorized body of metrology (the Ministry of Economy) through the adoption of the relevant legal act.

 

Purpose and nature of the regulation.

 

The purpose of the Draft is to establish the periodicity of verification of measuring instruments used in the fields of legislative metrology, taking into account the characteristics of the use of measuring instruments, the requirements for measurement accuracy, as well as the experience of the European Union and the member states of the Eurasian Economic Union. The regulation has a clarifying and updating nature and is aimed at aligning the existing legal framework with the legislative changes made in the sector.

 

Bodies involved in the drafting process.

 

The Draft has been developed by the Ministry of Economy of the Republic of Armenia and the National Metrology Body.

 

Expected outcome.

 

The adoption of the Draft will ensure the alignment of existing legal acts with the amendments made to the Law, as well as establish the periodicity of verification of measuring instruments used in all areas of legislative metrology.

 

Financial impact.

 

The adoption of the Draft will not lead to a significant increase or decrease in the revenues or expenditures of state or municipal budgets.

 

Connection to strategic documents.

 

The development of the Draft stems from the program of the Government of the Republic of Armenia, which was approved by the decision No. 1363-A of the Government of the Republic of Armenia dated August 18, 2021. Chapter 2.6 of the program identifies the development of the quality infrastructure system as a priority, for which legislative reforms are being carried out, including the amendments made to the Law on "Ensuring the Uniformity of Measurements," informs Iravaban.net.
